we use IS mainly to talk about general aspects. EX: he is handsome, he is tall. He is ...
we use HAS to talk about specific things (body parts). EX: he has beautiful big brown eyes...
2. Order of your presentation:
First general aspects, using IS
Second specific detail, using HAS
3. Order of adjectives
opinion-size-age-shape-colour-origen-material-purpose.
4. Talking about feelings
Describe if the person is happy-sad-tired-thirsty...etc...
